President Volodymyr Zelensky said Ukraine should be allowed to use frozen Russian assets to fund domestic weapons production and purchase arms from Europe and the U.S. Speaking at a press conference in Brussels, he urged the EU to approve a major “reparations loan” backed by those assets, saying he hoped for a positive political decision soon. “Russia brought war to our land, and they must pay for it,” Zelensky said.
