EU leaders on Thursday asked the European Commission to prepare options to fund Ukraine for two more years, keeping open the possibility of a loan backed by frozen Russian assets. After a summit in Brussels, they deferred a final decision on the proposed 140-billion-euro ($162 billion) “reparations loan” to December. Laurent Berstecher reports.
