With COP30 opening on November 10, world leaders are already meeting for talks in Brazil to prepare the global climate summit. But those of the world's three biggest polluters - China, India and the United States - will not be attending. They'll be talking about the progress - or rather lack thereof - of the Paris climate agreements from 2015.
